How to use Eul's Scepter of Divinity in Dota 2

Cyclone the enemy, then place your spell
The target lands at the same spot after the cyclone ends. Cast a delayed stun or area spell on that spot right after you cyclone, so it hits the moment the enemy comes down. Heroes such as Lina, Invoker and Puck build whole combos around this timing.

Self-cast Eul's to clear a silence
When a silence, slow or damage-over-time effect is about to kill you, cyclone yourself. The basic dispel removes many of those effects, and the invulnerability stops incoming attacks for the duration. Use the time to let a cooldown finish or for allies to arrive.

Interrupt a channel or an initiation
Eul's stops a channeling enemy and prevents a hero from following up after a jump. Cyclone an enemy Blink Dagger carrier the moment they land, or a channeling ultimate before it does its damage, and let your team react during the pause.

Eul's tip: self-cast works through spell immunity
Valve's notes say a cyclone cast on yourself goes through spell immunity, so you can still escape with Eul's while your own Black King Bar is active. Against an enemy with spell immunity the cyclone does not work; wait for it to run out.
Eul's or Force Staff?
Both cost a similar amount and both come from Staff of Wizardry. Eul's controls an enemy or dispels yourself; Force Staff moves an ally or yourself. If your team dies to being caught, buy Force. If it dies to silences or you need stun setup, buy Eul's.
Eul's tip: the movement speed is not a bonus item
The item's movement speed comes from its Wind Lace component and stacks like other non-boot speed bonuses. It makes rotating supports faster between lanes, which is one reason position 4 heroes buy it early even before they need the cyclone.

Valve's notes say you cannot cyclone allies and that the cyclone duration is unaffected by status resistance. The cyclone applies a basic dispel, which removes only effects that a basic dispel can remove.
Build detail
An enemy takes a small amount of magical damage when the cyclone ends. The target cannot be attacked or targeted during the cyclone, so time your follow-up for the landing, not for the moment you cast.
